Refactors RandomHelper a little bit.

Creates and use a default OR seeded OR localized OR seededAndLocalized faker, according to given hash.

Adds a Random field to make unit testing easier. (Especially for localizedNonSeeded faker)
Adds a package private constructor for tests.
